Development of Rent Relations in Agrarian Sector

In this article, pre-conditions and restraining factors of development of rent of agricultural land under conditions of the current model of land relations at the regional level are investigated. Based on the foreign experience features of rent regulation in the developed countries, evolution of land laws, state functions from positions of possibility of their use in domestic practice are considered. On materials of the Kostroma region the scientific estimation of conditions of development of rent of agricultural lands and its efficiency is given. Considerable level of differentiation between regions of the Central Federal District on volume of investments into agriculture as major factor of demand for the land is shown. The grouping of municipal areas of the Kostroma region on relative density of not demanded land shares in their general area is presented on the map, illustrating that over 50% of the area of the land shares deduced from a turn is not used. The conclusion is made that in agrarian sector increase of level of efficiency of use of already available land resources, achievement of equal level of budgetary financing counting on 1 hectare of an arable land in regions, concentration of the land at the basic manufacturers of agricultural products act as priority directions of development of rent relations.
