Economic development of rural territories of Lower Volga area on the basis of amelioration

One of the elements of a model of a sustainable development in rural territories of the Lower Volga region is saturation of agricultural landscapes by the complex-ameliorative lands. The purpose of the performed work was the analysis of the conditions of land amelioration in the Lower Volga region and the rationale for it restoration and development for sustainable economic development of rural territories.
As a result of the spent monitoring of environmental conditions of regions of Southern Federal District (SFD) it is established that territories of the Astrakhan, Volgograd areas, Republic of Kalmykia during the summer period are exposed from year to year to the strongest thermal influence and deficiency of moisture that is reflected in productivity. Droughts are the main reason of unstable development of agriculture. On an example of the Volgograd region malignancy of droughts for agrarian manufacture is shown. In some rural territories beyond the Volga the beginning of process of desertification is observed which in near prospect can transform a number of areas into the lifeless space unsuitable for the further agrarian manufacture. On the basis of the spent analysis of a condition of land improvement in the regions entering in SFD, it is established that deterioration of funds of irrigating systems in district is the highest in comparison with other federal districts and makes 72.6 %. All-round studying of a current situation in ameliorative branch of the agrarian and industrial complex, the damages put by droughts objectively show to economy of agrarian sector of areas of the Lower Volga region and prove necessity of restoration, the further development and perfection of ameliorative complex as opposition well-tried remedy to abnormal climatic conditions that will promote increase in manufacture of agricultural production and as a whole a sustainable development of rural territories. Only in the Volgograd region performance of the planned actions for land improvement development, under forecasts of experts by 2020 will allow to increase production of plant growing by six times in comparison with 2012.
