In the article the concept "innovation" is considered from the standpoint of production and productivity factors. The essence of the innovative activity of the enterprise and its determining factors are analyzed. The author considers positive and negative aspects of direct and indirect methods of stimulation of innovative activity of managing subjects of agrarian sector, as well as the role of the state in the course of regulating of process of development of innovation. The features of direct and indirect taxation of farmers abroad as conditions for growth of industrial investment are opened in the article. On an example of North-West Federal District results of the analysis of subsidies dimensions from federal and regional budgets, credits and loans received by agricultural enterprises in 2012 are presented. The relationship between increase in scale of the state support of an agricultural production and growth of its volume under condition of the region is shown. Conclusion is drawn on necessity of an complex approach to management of innovation activity in agrarian sector and higher efficiency of use of indirect methods of stimulation of development of innovation in agricultural organizations as it in aggregate allows to provide a combination of motivational and investment factors.
